Bulgaria Seeks Consultant for Designing Energy Efficiency Obligations System
Bulgaria is seeking consultancy services in designing a transparent, effective and market-friendly energy efficiency obligations (EEO) system, the European Bank for Reconstruction and Development (EBRD) said.
Under such a system, the government obliges power supply companies to deliver a certain quantity of energy savings per year but allows them to source the lowest-cost savings from third parties on the market. If successfully implemented, this system could bring significant demand for commercially-funded energy efficiency projects and thus remove the need for government subsidies, EBRD said in a statement on Tuesday.
The assignment's financing will be secured by the Danish Technical Assistance Cooperation Fund.
The approved candidate will have to build on previous studies of international experience with EEO schemes in EU countries, to submit a draft text of relevant primary legislation, to analyse institutional capacity building needs and expected administrative costs and to prepare an information package and training materials to familiarize the obligated entities and third party energy savings providers about the details of the EEO system.
