George Chavdarov, Energy Expert, European Investment Bank

George Chavdarov has been an energy expert at the European Investment Bank for more than nine years. In this capacity he provides technical assistance to the twelve new Member States and Croatia to better prepare projects in security of supply, energy efficiency and renewable energy fields proposed for EU Funds financing. George holds M.Sc. and Ph.D. degrees in Mechanical Engineering from the Technical University in Sofia, Bulgaria.

George has experience in project management of internationally funded projects, related to energy efficiency, climate change mitigation, renewable energy, environmental protection, transferring technologies and skills, developing appropriate financial instruments for investments in countries in transition, reducing industrial and urban pollution.

George worked as project manager, technical advisor and coordinator on UNDP, United States Agency for International Development (USAID), World Bank, Dutch Government and Swiss Government funded projects in Bulgaria and the EU New Member States. From 2000 to 2003 George was Deputy Director of the African office of the International Institute for Energy Conservation (IIEC) based in Johannesburg, South Africa.



Co-financing sustainable energy projects from EU funds

The EU Cohesion Policy envisages some € 27 billion for investments in energy efficiency, renewable energy, smart distribution grids and low-carbon research and innovation (ERDF and CF). Other EU funds that support sustainable energy are: ESIF, CEF and EFSI. JASPERS provides advice in project preparation, independent project quality review and capacity building to facilitate the absorption of those funds.

The program includes support to major projects (threshold above € 50 million), investment programs and schemes, strategic advice to national authorities, ad-hoc support to national managing authorities and project promoters. In 2014-2020 Programming Period JASPERS extends its assistance also to non-major projects. Sustainable energy portfolio includes district heating, renewable energy, smart development, energy efficiency projects.
